Kashmir issue is also one of them. In 2011, WikiLeaks reported that Dr. Manmohan Singh and Pakistan's then President Pervez Musharraf agreed on a non-territorial solution to Kashmir through the “back channel”. Meanwhile, it was revealed in the WikiLeaks report that there was a secret conversation between the two.
A cable from the American embassy said, “We reached an agreement on the Kashmir issue through the back channel. In which General Musharraf agreed to a non-territorial solution for Kashmir. Singh further said that India wants a strong, stable, peaceful, democratic Pakistan. India does not claim even “an inch” of Pakistani territory.
The negotiators on the Indian side also talked about a consultative mechanism in the final draft of the agreement, the report said. In which there was a discussion about the participation of the elected representatives of the Government of Jammu and Kashmir and Pakistan Occupied Kashmir as well as the representatives of the governments of both the countries. It was then discussed that this consultative mechanism would mainly focus on social and economic issues like terrorism, culture, trade and pilgrims.
The two sides shared the drafts through “back channels”, the report said. And it is consistent with the four-point template, Manmohan Singh also mentioned in the cable, that the two sides have reached a solution through back channels. However, the Pakistan government later rejected this formula saying that it was Musharraf's personal thinking. which had no support from the Pakistani Parliament or the Cabinet.
The Indian side has said that more than 150 civilians were killed in the Mumbai attack, the cable said. Dr. Manmohan Singh said in the conversation that renegotiation is possible only when Pakistan acts as a civilized country and punishes the accused involved in the attack. Recalling the July 2008 attack on the Indian Embassy in Kabul, Dr. Manmohan Singh said that the attack was carried out with the help of Pakistan's ISI. And he raised this issue before President Zardari and Prime Minister Gilani.
According to the report, a 4-point formula was formulated under which the LoC was made irrelevant. Joint control over the disputed area, free movement between people of Kashmir and PoK and gradual withdrawal of troops. Pakistan's former foreign minister Khurshid Mahmood Kasuri also revealed in his book that the two countries are going to deal.
