India's neighboring country Afghanistan today is governed not by law or constitution, but by the decree of the Taliban. According to a recent United Nations report, the situation in the country continues to deteriorate and the human rights crisis deepens. Life has become extremely limited especially for women and girls.
According to a report by the United Nations agency UN Office for the Coordination of Humanitarian Affairs (OCHA), at least 470 decrees have been issued since the Taliban came to power. 79 of these decrees directly target women and girls. The report warns that Afghanistan is once again heading towards the world's biggest humanitarian crisis.
Women are most affected
OCHA states that the policies of the Taliban have completely changed the social and economic structure of Afghanistan. Restrictions on education and employment had already been enforced for women, but now their public life and economic participation was almost ended.
Many women cannot work, study or even step out of the house without fear. According to the United Nations, these decrees have robbed women of their livelihoods, and gender-based violence, trauma and social isolation are on the rise.
Amar-bil-ma'ruf law became a tool of oppression
The so-called Amar-Bil-Ma'ruf law, implemented by the Taliban, legitimizes existing restrictions. Under this law, stricter restrictions are placed on women's movement, presence in public places and participation in social activities. According to OCHA statistics, the female labor participation rate in Afghanistan has fallen to just 6 percent. Most women are now confined to menial and insecure jobs within the home.
Women-dominated families are most at risk
The report described the situation of women-headed households as extremely alarming. About 66 percent of such families do not even know how to access government or humanitarian assistance. Due to lack of information, about 79 percent of households are facing severe shortage of food and clean drinking water.
Severe impact on children, increase in child marriages
The condition of women as well as children is constantly deteriorating. According to the OCHA report, 746 cases of child marriage were reported in 2025, which is more than double compared to last year. Also, cases of child labor and human trafficking have also increased significantly.
Thus, today's Afghanistan is governed not by laws and constitutions but by decrees. And women and children are paying the biggest price for these decrees.
