In this way the application can be re-applied
If it has been 2 years since your driving license expired. So you have to go through the whole process to renew the license. For this you have to go to https://sarathi.parivahan.gov.in/. Then you have to select your state. After this, from the 'Driving License' option, you have to click on 'Driver's License Service (Renewal / Duplicate / AEDL / Other)'. After this you have to fill the application form. Then you have to click on 'Next'.
You have to pay a fee for this. After this process you have to go to the RTO office with your original documents and fee slip on the date taken. As your license expired 2 years ago, you will first be issued a learning license for your driving license and then issued a driving license and for this you will also have to take a driving test.
