During the discussion at the meeting, Union Home Minister Amit Shah said that the soul of the three new criminal laws brought by Prime Minister Narendra Modi, the FIR was registered in any case from the Supreme Court in three years.
Appreciating the work done by the Government of Gujarat in the implementation of the new criminal laws, Amit Shah asked the state government to ensure 100 percent implementation of the new laws in all commissionates by April 30, 2025.
He said that a weekly review should be done by the Chief Minister of Gujarat, in the fortnight and the Chief Secretary, Additional Chief Secretary (Home) and Director General of Police, by the Home Minister of the state.
Amit Shah said that Gujarat has committed admirable to file more than 92 per cent of the charge sheets in more than 10 years of punishment. He said that in the remaining cases the law should be reviewed to ensure the use of permission from the court.
The Home Minister said that Gujarat has committed admirable work to convert Zero FIR into 100 % FIR. He said that a system should be created in which FIR can be transferred between two states by the Crime and Criminal Tracking Network and System (CCTNS). Gujarat should adopt CCTNS 2.0.
Union Home Minister Amit Shah made some important suggestions in today's meeting following the Indian Civil Defense Code in Gujarat.
- Network connectivity speeds at police stations asked to increase 30 Mbps more than the stipulated standards.
- Postmortem and other medical reports from hospitals should be emphasized electronically.
- There should be arrangements to record evidence through video conferencing on premises such as jail, government hospitals, banks, forensic science laboratory (FSL) etc.
- Police should provide information about those detained for inquiries on an electronic dashboard.
- Information on the seizure list and cases sent to the court should be provided.
- The government should issue a circular to ensure that the provisions of organized crime, terrorism and mob lynching are not misused.
- Trials should start in the absence of a long runaway accused in national security cases.
- More than two forensic science mobile vans should be made available in each district.
- Efforts should be made to make all 12 kits used in a mobile forensic van.
- In the forensic section, vacancies should be recruited as soon as possible.
